Люди, незаконно (без разрешения Украины) пересекающие границы Украины, едущие по мосту в Крым, приехавшие в Крым, прибывающие на все прчие временно оккупированные россией территории Украины -- ЛЕГИТИМНЫЕ ЦЕЛИ.

Но в россии достаточно идиотов, их вон уже можно считать в километрах.
